16. Notice of Motion proposed by Councillor McCaw, seconded by Alderman Hillis

That Council implement a parking scheme to allow all permanent residents of Causeway Street, Craig Vara and Hamilton Place in Portrush, who have had no access to off-street parking, to park free of charge at East Strand Car Park.This was a prerequisite to the introduction of parking charges in this car park.Furthermore, Council will also introduce free parking passes for parents dropping off children at Saint Patrick's Primary School.

This Council, recognising we are in a climate emergency and being aware of the environmental damage caused by fracking and all forms of exploration and extraction of fossil fuels, calls on the Minister for the Economy to place an immediate moratorium on all licences and further calls on the Minister for Infrastructure to urgently implement changes to deny permitted development rights to any company seeking to prospect for oil and/or gas.

That this Council calls for areas within Causeway Coast and Glens Council to be included within the €5 million North West Development Fund to benefit local economic growth, trade and investment, physical environment and community wellbeing.

19. Notice of Motion proposed by Councillor Peacock, seconded by Councillor Nicholl

That this council reviews the application process for council and community grant funding with a view to streamlining the process and ensuring easier access for community organisations. Community Organisations across Causeway Coast and Glens report that our Community grant funding process is extremely demanding and time consuming for often very little sums of money. Our Community Organisations across the area are invaluable to the prosperity of Causeway Coast and Glens and its people and are run by dedicated community volunteers who already have significant demands placed upon them. Council Community Grants should not be a significant burden to these volunteers who give their time and energy to making this a better place to live and we as a Council should be doing all we can to support them.

This Council acknowledges the contribution of those employed in the Arts, Events and Creative Industries. We understand the impact that lockdown has had on these sectors; on theatre spaces, museums, live music venues, freelancers, and individual artists and all other creative outlets that have been closed since March, with most having no indication of when their activities can recommence safely.

This Council welcomes the allocation of £29 million by the Northern Ireland Executive to the Arts, Culture and Heritage sectors as part of a £1.57 billion investment from the UK Government purposefully designed to protect these world class industries across the UK.

This Council agrees to write to the Communities Minister Carál Ní Chuilín in support of the direct allocation of funds to those within these industries who have been most impacted, especially in areas like the Causeway Coast and Glens outside Belfast and Derry/Londonderry. In addition, this Council agrees to write to the Finance Minister Conor Murphy to encourage any further measures that can be taken to support and protect the creative sectors going forward.
