Consultation in relation to the proposed introduction of car park charges at car parks in Ballycastle and at West Strand car park
The Council in accordance with its obligations under Section 75 and its Equality Scheme is undertaking consultation into the proposed introduction of car park charges at car parks in Ballycastle and at West Strand car park.
We wish to consult with interested organisations and individuals and gain their comments and feedback.
Car park charges are currently in operation across the Borough in the following locations:

Church Street Ballymoney 50p per hour Monday – Saturday 8.30am – 6.30pm
Castle Street Ballymoney 50p per hour Monday – Saturday 8.30am – 6.30pm
Townhead Street
North & South Ballymoney 50p per hour Monday – Saturday 8.30am – 6.30pm
Connell Street Limavady 50p per hour Monday – Saturday 8.30am – 6.30pm
Central Limavady 50p per hour Monday – Saturday 8.30am – 6.30pm
Ann Street Ballycastle 50p per hour Monday – Saturday 8.30am – 6.30pm
Dunluce Avenue Portrush 50p per hour Monday – Sunday (inclusive) 8.30am – 6.30pm
East Strand Portrush 50p per hour Monday – Sunday (inclusive) 8.30am – 6.30pm
Harbour Road Portrush £1.00 per hour Monday – Sunday (inclusive) 8.30am – 9.30pm
As part of the rate setting process revenue opportunities were discussed and proposals arose to introduce charges in the following car parks on a seasonal basis at a tariff of 50p per hour, seasonal times from 1st April to 30th September at:
• Seafront/Marina car park – Ballycastle
• Harbour/Ferry terminal car park Ballycastle
• West Strand car park Portrush
Following a rescinding motion on the 26th of March 2024 elected members voted:
“Under Standing Order 23, we the undersigned propose, that this Council rescinds the decision to introduce car parking charges in Ballycastle as agreed on 8th February 2024. These were due to come into force on April 1st however, despite previous assurances, adequate provisions have not been put in place for the Residents of the seafront, businesses, boat owners and Rathlin Island visitors and residents. That car parking charges do not take effect on Ballycastle seafront until council officers bring proposals that adequately address these issues and can be and agreed by this council.”
Although the charges in Ballycastle were the only ones rescinded, the introduction of charging in Portrush has also been held until the consultation is completed.
