To facilitate an auction for concessionary trading locations within the Borough of Causeway Coast and Glens. To ensure equality, openness, and transparency in the auction process and ensure venue accessibility.

People in rural areas may have to drive to the venue or rely on public transport or attend the auction online.
People in rural areas may not wish to travel to collect forms.
2C. If the Policy, Strategy, Plan or Public Service is likely to impact on people in rural areas differently from people in urban areas, please explain how it is likely to impact on people in rural areas differently.
People in rural areas will have longer to drive to attend in person and face parking costs, also, public transport may not be as regular as town centres.
Depending on the persons location or broadband package; their broadband provision may not be as strong or fast as in town centres. This could potentially result in a bidding delay. An alternative bidding process may be necessary to support people in rural areas e.g. by telephone.

Councils’ economic development strategy in 2020 undertook significant research to identify the needs of individuals in rural areas, this information has been used to identify key social and economic needs.
Economic development again undertook research specifically targeting businesses in rural areas between November 2019 and September 2020 which detailed lack of opportunities for business starts in rural areas. Councils digital strategy in 2021 Introduced programmes to support connectivity for individuals in rural areas.
Key rural issues document by the Department of Agriculture, Environment and Rural Affairs 2022. The Northern Ireland Census 2021. The latest statistics from NISRA related to urban and rural areas.
3D. Please provide details of the social and economic needs of people in rural areas which have been identified by the Public Authority?
• Lack of business start-up opportunities.
• Need for job creation.

• Better public transport provision.
• Bringing services to rural communities.

Considering the Social and Economic Needs of Persons in Rural Areas
4A. Please provide details of the issues considered in relation to the social and economic needs of people in rural areas.
People in rural areas will have longer to drive to attend in person and face parking costs, their broadband provision may not be as strong as in town centres. Also, public transport may not be as regular as town centres. Additional cost of travel and drive time to collect forms.

In order to support people in rural areas the process included the following adjustments:
• Option of form collection in person, receipt by email or post.
• Centralised location for auction.
• Identification of free parking in the proximity of the auction venue.
• Options to bid either in person, online or via telephone.
• Identification of lots and order in which they will be auctioned via online catalogue or written/postal document.
The auction is scheduled for a time that would support travel to the venue.
