TitleStrategic Options regarding the expiring lease at Convention Avenue, Portstewart Car Park.
Brief Summary
The existing lease arrangement for which Council have in place with the landowner for a car park at Convention Avenue, Portstewart is coming to an end.
It is strategically, and good governance to consider options available to the local authority and make efficient recommendations to Elected Members for consideration, in align with the current Car Parking Strategy.
What is it trying to achieve? (intended aims and outcomes)
To identify;-
  • Best use of public funds.
  • Is the service being provided by this car park available elsewhere in the vicinity, if so, why do we continue to lease the car park.
  • Review possible options for consideration;-
  1. Continue with existing arrangement – Lease existing facility from Church, and car park is non-paying, whilst significant liability exists and sits with Council.
  2. Do not renew the existing lease, i.e., don’t extend it, (hand back to Church).
  3. Extend the existing lease and introduce structured charging.
Note:- This screening exercise is based on Option 2 – recommendation to be put before elected members.

  • Car Parks Officer – Manages various off street-car parking in the borough.

Details of Evidence/Information

​ All car parking in Portstewart is currently free of charge, incl.Convention Avenue.
 There is multiple car park opportunities available in Portstewart, in close proximity to Convention avenue:-

1. On-street car parking.

  • Crescent area
  • Promenade area
  • Roads & Streets within the locality.

2. Off Street car parking:-

  • 1no. car park located at the Diamond, (opposite the book makers).
  • 1no. car park located beside the Church at the Diamond.
  • 1no. car park located opposite Me & Mrs.Jones.
  • 1no. car park located at Atlantic Circle.
  • 1no. car park located at Convention Avenue, Portstewart - the site is permissible reference Planning Permission for car & coach parking, therefore, any change of use will require an Equality Screening to be undertaken by the owner of the asset.
  • 1no. car park located adjoining the Strand Road.
  • 1no. car park located at the Berne Road.
  • 1no. car park located at St. Johns.

Residential properties located in the vicinity of convention avenue car park, have on-street car parking opportunities, which would’ve been considered when Planning Permission was granted.
Commercial properties subject to commercial rates, located in the vicinity of convention avenue car park, have their own car parking arrangements.
It is of the upmost importance to note, it is not permissible under legislation, for a Residential or commercial identity to rely upon a public used car park as part of their planning permissible development and operational uses.
Designated disabled car parking spaces:- Other free available disabled car parking spaces is available within the car parks listed.
Coach parking:- It is a requirement for such commercial service providers to make arrangements with providers of coach parking.

In terms of religion or religion brought up in the 2011 Census indicates that our resident’s religious beliefs are comparable to those in Northern Ireland in that there are 2 predominant groupings ie Roman Catholic and Protestant. However we also have a number of individuals (5.64%) who do not practice a specific religion or who do not wish to be grouped into a specific religion. In addition we have a small number of individuals who practice other religions.
