Full Council meeting update

A full meeting of Causeway Coast and Glens Borough Council was held on Monday 10th October 2022.
In his opening remarks, the Mayor, Councillor Ivor Wallace, paid tribute to the victims of the Creeslough explosion.
A minutes’ silence was observed in their memory, while a Book of Condolence will be opened to allow members of the public to leave their own messages of sympathy and support.
During the meeting, elected members ratified the following decisions:
Leisure and Development committee
Digital Transformation Flexible Fund
Commit revenue funding totalling £60,904 over the next three years for the delivery of the NI Digital Transformation Flexible Fund, led by Newry, Mourne and Down District Council through its existing arrangements operating the Full Fibre NI Consortium from November 2022, to enable pre-development work to commence.
Alchemy Mentoring Support Services
A one-year extension to the existing Multiple Supplier Framework Agreement for Mentors for the delivery of Alchemy Mentoring Support Services until September 2023 with permission to add additional mentors to the current framework from those already procured through the Growth programme.
Small Settlements Restore and Reactivate Grant Programme
Award funding to successful applicants to the value of £261,664 under the Restore & Reactivate Grant Programme, designed to support capital development and repurposing works on derelict or vacant commercial properties within the following settlements with population thresholds of between 1000 and 4999: Armoy, Ballykelly, Bushmills, Castlerock, Cloughmills, Cushendall, Dungiven, Dunloy, Garvagh, Greysteel, Kilrea & Rasharkin.
The Programme is made up of combined funding from the Department for Communities (DfC), the Department for Agriculture, Environment and Rural Affairs (DAERA) and the Department for Infrastructure (DfI).

Landfill Communities Fund (Second Call)
Seven projects will share funding from the Landfill Communities Fund, worth £104,195.
1.Limavady Cricket & Rugby Club (£15,000)
The project involves installing new LED lighting and associated cabling and electricals in the Hall / Function Room area, bar and toilet area. £15,000
2.St Matthews GAC Drumsurn (£15,000)
Upgrading of an existing walking path to a safe and fit for purpose walking/running/cycling/scooting path.
3.Portballintrae Heritage Society (£15,000)
Art installation, viewing area and information panel.
4.Bushfoot Golf Club (£14,235)
To replace and modernise the plumbing and heating system with a new environmentally friendly boiler and associated equipment such as valves, water tanks and insulation.
5.CAN Compass (£14,960)
Lislagan Accessing Natural Environment project (LANE) - to make an accessible outdoor community kitchen and fire pit. £14,960
6.Ballymoney Bowling Club (£15,000)
Renew surrounding walkways with a tarmacadam surface to ensure a more level and safe access for disabled and able-bodied participants; installation of a sprinkler system to enable a more efficient use of water.
7.Roe Valley Residents Club (£15,000)
To replace the old Economy 7 heating system and old storage heaters with a new energy efficient system and heaters.
Temporary Skateboard Facility
Approve the creation of a temporary designated space in Station Square, Portrush for skateboarding subject to the provision of Public Liability Insurance for the site as a designated skateboard park for a period of 12 months, subject to a 6-month review / break period if required by Council.
Notice of Motion
Proposed by Councillor Cara McShane, seconded by Councillor Dermot Nicholl, that Council renames the Ballycastle Tennis Courts to the ‘Alex McFarland Tennis Courts’.
North West 200 partnership
Proposed by Councillor John McAuley
“That Council supports the NW 200 event in 2023, by building the course (either directly or through a procurement exercise for an external organisation, whichever is most financial beneficial) and providing office accommodation (subject to due process) for the NW 200 management team with the following conditions:
A detailed business plan for the commercialisation of the NW 200 is provided to make the event self-funding within 5 years;
The development of a succession plan regards management of the event.
Both conditions must include consideration of external commercial partners and funding for the 2023 event, subject to both conditions being met and acceptable to Council.”
Dungiven bowling green
Approve a £466,000 investment to enable Council to appoint the recommended contractor. This decision is currently affordable within Council’s Capital Programme and takes into account the disposal of the old bowling green and net sale proceeds of £188,000. This will constitute the Final Investment Decision and will allow the project to proceed to the construction stage.
Portrush Environmental Improvement Scheme
Approve the appointment of the preferred contractor for the Kerr Street and Harbour Environmental Improvement Scheme and progress to construction phase.
Environmental Services committee
LiveSmart Community Environmental Grant Programme (2022-23)
Approve the allocation of the LiveSmart Grant Programme Funding to the following successful applicants.

The grants will provide financial assistance to allow local community and voluntary organisations to improve the general cleanliness in their area, particularly in respect of litter, promote recycling, reuse and waste reduction and look at ways to reduce carbon footprint by taking simple, practical actions such as planting.
It was also recommended that Council open a second call for applications.
Draft Litter Strategy
Note the consultation process carried out with regards to the draft Litter Strategy 2022-26 and approve the implementation of the Strategy.
Workplace Traffic Management at Crosstagherty Waste Handling & Transfer Facility
Approve the advancement of the project to Stage 2 of Council’s Capital Investment process.
A number of interventions are proposed to improve on-site traffic management and enhance the health and safety of employees, visitors and members of the public:
Addition of physical barriers/fencing for complete segregation of the public from those areas of the site where plant and vehicles are operating
Close off skip service area so that only the vehicle driver is in the area when skip loading/unloading is taking place
Re-design of site to ensure one-way movement of traffic takes priority
Road markings re-applied or added
Addition of new road, lay-by and pedestrian walkways/footpaths
New directional signage
Green waste enclosure
Improved drainage
Street Trading Licence Renewals
Auction an additional site at Castlerock, not in a car parking space, adjacent to the toilet block.
Corporate Policy and Resources
Sale Contract of Dunluce Centre
Approves the draft sale contract for Dunluce Centre, Portrush to progress the development of a family entertainment offering on the Dunluce Centre with the caveat that no more than 25% of the gross floor space (originally 15%) is allocated for gaming machines.
Point 6a (2) in the Special Conditions would now read:
‘activities authorised by an Amusement Permit or Pleasure Permit as defined in The Betting, Gaming, Lotteries & Amusements (Northern Ireland) Order 1985 (the “1985 Order”) ; with the inclusion of correctly licensed gaming machines as defined in the 1985 Order (such machines, customer walkways between said machines, arcade furniture and any required barrier railing around adult only machines) not comprising more than 25% of the gross internal floor area of the proposed development from time to time and subject to such gaming machines providing a mixed offering of cash only and non-cash prizes) (“Permitted Licensed Machines”) and in respect of the ability to reasonably withhold consent for a change of use it is accepted that the Council may withhold consent if it can reasonably demonstrate the change of use could materially adversely affect the quality or level of family leisure facilities or otherwise be materially and adversely detrimental to the promotion of tourism in the Portrush area.’
