A comprehensive programme of investment, development and service delivery has been approved as part of the Council’s Leisure and Development Business Plans for 2026/27.

The plans, approved at Full Council on the 2nd June 2026, set out the strategic priorities for the year ahead, covering the period from 1 April 2026 to 31 March 2027. They aim to deliver high-quality, efficient and value-for-money services while supporting economic, social and environmental wellbeing across the Borough.

The Business Plans focus on five key service areas:

  1. Sport and Wellbeing
  2. Community and Culture
  3. Tourism and Recreation
  4. The Funding Unit
  5. Prosperity and Place

Together, these services will work to enhance quality of life for residents, support local businesses, and strengthen the Borough’s position as a vibrant place to live, work and visit. The plans are aligned with the Council’s Corporate and Improvement Plans, the Community Planning process, and wider government strategies, ensuring a coordinated and strategic approach to delivery.

A wide range of priorities have been identified across all service areas, including:

  • Tackling poverty, improving community safety, and expanding arts and cultural participation
  • Driving economic growth through inward investment, business support and regeneration
  • Promoting health and wellbeing through enhanced leisure facilities and inclusive programmes
  • Developing the Borough as a leading tourism destination and investing in outdoor recreation
  • Securing external funding to deliver major projects and community initiatives

A total budget of £12.3 million has been allocated across Leisure and Development services, demonstrating a strong commitment to delivering frontline services and strategic projects.

The Business Plans are designed to ensure clear accountability and performance across all service areas. They set out how resources will be aligned to meet emerging challenges, improve efficiency, and deliver measurable outcomes for residents.
